When Bethesda launches the Skyrim Creation Kit in January, which will give everyone access to the development tools used to make The Elder Scrolls V, the current plan is to integrate the mods produced by the community into Steam Workshop.What does that mean? Mods will then be listed on Steam and will be searchable, rateable and easily installed. As the Bethesda blog describes:"The Creation Kit will bundle your mod and upload it to the Workshop, where everyone can browse, rate, and flag mods for download. You'll be able to do this from any web device, including your smartphone. Of course, I have a feeling this could be easily limited to just plugins at first. Would be great to see texture mods and all integrated though.
